1. SUMMARY. Report of September 1995 by the American Institutes for Research (AIR) for the Central Intelligence Agency (CIA), evaluating government-funded research into remote viewing, the claimed ability to describe distant places by mind alone.

2. BACKGROUND. From 1972 the U.S. government paid for remote-viewing research. The work began with CIA funding at SRI, the California research institute, then ran through a series of Army and Defense Intelligence Agency (DIA) programs that took the name Stargate around 1991. In 1995 Congress moved the program to the CIA, which hired AIR to evaluate it.

3. FINDINGS. AIR relied on two reviewers. Statistician Jessica Utts concluded the laboratory effect was real; psychologist Ray Hyman argued that methodological flaws and a lack of independent replication made that conclusion premature. AIR found that remote viewing had not proven useful for intelligence and that continuing it was not warranted.

4. DISPOSITION. The CIA ended the program in 1995, after more than two decades of government-funded research.
